Additional details

Due to the low number of applications in the early career investigators cohort, it was determined that those applications could not be adequately assessed as a separate cohort, as was originally planned. To achieve quality peer review, it is important that reviewers assess 8-12 applications in order to appropriately rank them against each other and establish a meaningful ranking list. Having reviewers with too few applications to rank against each other could disadvantage some early career applicants. The adjustment to the review process ensured a fairer process where every application was ranked against a sufficient number of other applications. In addition, CIHR maintained its commitment to award a minimum of 15% of grants to early career investigators.

Peer Review Details

The Foundation Grant competition was supported by a three-stage competition and review process.

Stage 1

  • A total of 245 individual reviewers participated in the peer review process, which was monitored by 45 Competition Chairs. All applications were assigned to 4 reviewers.
  • The peer review process resulted in a total of 2,400 individual reviews.
  • 234 applicants were successful at Stage 1 and were invited to submit a Stage 2 application.

Stage 2

  • 229 applications were received and one was withdrawn, which meant that 228 Stage 2 applications were reviewed: 56 early career investigator applications, 172 mid-career/senior investigator applications.
  • A total of 98 individual reviewers participated in the peer review process, which was monitored by 21 Competition Chairs.  All Stage 2 applications were reviewed by 4 reviewers.
  • The peer review process resulted in total of 912 individual reviews.
  • 121 applications were successful at Stage 2.
  • Based on Stage 2 results, CIHR identified the highest ranked applications to be considered for funding. These applications constituted the "green zone" and did not require further evaluation.

Final assessment stage

  • The final assessment stage committee was comprised of 20 Competition Chairs from Stage 2, a Chair and a Scientific Officer.
